Job Summary

The Perkins Coordinator is responsible for collaborating with College faculty and staff to assist  in creating and supporting initiatives that lead to career readiness, attainment of degrees, certificates, and other industry-recognized credentials, for focal populations as identified in Perkins guidelines, to succeed in high wage and high skill employment. The Coordinator also provides programmatic assistance, budgetary support, and technical assistance, working toward accomplishing the Perkins grant funding objectives in compliance with legal requirements.

Coordination Roles and Responsibilities

Below is a non-exhaustive list of roles and responsibilities of postsecondary direct grant recipients:

  • Provides CTE coordination for the district/college and collaborates with the local PACTEC consortium
  • Supports and facilitates engagement between community college faculty and high school teachers, in coordination with the CTE Regional Coordinator i
  • Collaborates with the CTE regional coordinator for Program of Study development and evaluation
  • Conducts a comprehensive local needs assessment, typically on a bi-annual cycle, or as required by state or college processes
Postsecondary: Coordinates the Perkins Process for the College
  • Facilitates the planning process for Perkins-related college activities
  • Perkins application and required reports: in collaboration with management, writes Perkins Four Year Strategic Plan, budget narrative, and submits Annual Report—which involves gathering all pertinent data and information t; Quarterly Reports are due in October, January, April, and June.
  • Collaborates with internal departments to facilitate meaningful connections between program faculty and industry, workforce, economic development councils, etc.
Budget and Financial Management
  • Maintains fiscal responsibilities of Perkins Basic Grant according to EDGAR regulations.
  • In collaboration with management, processes all federally purchased equipment and professional development requests.
  • Consults on equipment and professional development requests
  • Maintains asset inventory controls
  • Facilitates/supports the research of new technologies and provides professional development opportunities to support their implementation in Programs of Study
Grant Management
  • Maintains a working knowledge of federal and state requirements related to CTE grants
  • Communicates with ODE and/or HECC/CCWD education specialists
  • Facilitates professional development (e.g., provides access to professional development opportunities and assists Perkins-eligible CTE Programs (40 at PCC) with professional development planning and assistance)
CTE Data
  • Coordinates with HECC/CCWD to submit federally required Perkins data; produces and provides CTE reports to community college staff and instructors; provides CTE data for other grants and reports outside of Perkins
  • Participates in CTE statewide meetings, including the Oregon Community College Career and Technical Education (CC CTE) leaders group meetings.
Other Duties Include:
  • Prepares and guides the College through ODE Fiscal Monitoring process and the yearly visit from the HECC
  • Serves on the review team for Civil Rights Monitoring Visit
Work Environment & Physical Requirements

Work is performed in an office environment. Work also involves sitting at a computer and being on the phone for extended period of time. Tight grant timelines require the incumbent in this classification to work flexible hours. Some travel throughout the district is required. Occasional lifting of equipment used in training workshops that may weigh up to 30 pounds required.

Minimum Qualifications

Bachelor’s Degree in Communications, English, Journalism, Education or related field. Experience performing the duties of this job substitute for the degree requirement on a year for year basis.

Three year(s) of experience writing grant proposals and reports, coordinating activities and teams to support a grant, and interpreting requests for proposals, reporting cycles and funding guidelines.

Knowledge of:

  • Knowledge of effective grant research and grant writing.
  • Knowledge of grant and other external funding sources.

  • Knowledge of post-award compliance best practices.
  • Knowledge of educational institutions and policies and procedures.

Skills in:

  • Skill in designing, writing, and editing complex grant documents including reporting requirements.
  • Skill in operating a computer and various supporting software packages.

  • Ability to read, comprehend, interpret, and apply government regulations and proposal guidelines.
  • Ability to explain policies and procedures/rules and regulations in a clear and non-threatening manner.
