Nature and Scope of Work

Under the direction of the Manager of Safety and Risk Services, incumbent provides technical guidance, monitors and evaluates Bond related services pertaining to the ergonomic and furniture program, construction safety and environmental projects. Ensures the College meets legal and compliance requirements of Oregon DEQ, OSHA and other local agencies. Communicates with PCC departments, Purchasing, Facilities Management Services, Project Managers, Contractors and outside regulatory agencies.

Principal Accountabilities

  1. Provides technical guidance and assistance related to new buildings and remodeled areas. Assists project managers and physical staff with required building and fire code items that are required prior to building occupancy. Develops evacuation maps with egress routes from buildings during and emergency. Identifies on evacuation maps the location of fire department water connection, alarm system, fire extinguishers, emergency gas shut off valves, first aid kits and other emergency devices. Reports critical information to fire and building inspectors and the Facilities Management Services.
  2. Ensures the College meets legal and compliance requirements regarding Oregon DEQ and OSHA Programs as well as local agencies where applicable. Makes required notification to outside agencies, contractors and College departments regarding environmental programs. Stores and distributes appropriate records.
  3. Provides ergonomic services for Bond related improvements. Documents individual staff anthropometrics measurements and determines ideal work stations heights and adjustments. Provides the employee, furniture vendor and Project Manager with a prescription for the office and workstation setup. Coordinates projects with Purchasing, Project Manager and Facilities Management Services to ensure that recommended furniture purchases are within project budget.
  4. Provides technical guidance related to contractor safety, environmental issues and related potential exposure or hazards, which may occur on PCC campuses and sites because of construction activity. Assists the Manager of Safety and Risk Services to develop and manage the necessary safety and environmental programs related to construction and maintenance of College facilities. Ensures staff, students and visitors are protected from construction hazards and activities.
  5. Conducts and/or coordinates required training related to construction and contractor safety. In cooperation with Project Managers and other College staff, evaluates all upcoming or planned projects and ensures that appropriate safety notification is provided. Assists project managers and departmental representatives in obtaining signed statements from contractor representatives to confirm they were provided the necessary information.
  6. Establishes and maintains a cooperative working relationship with College staff, including Project Managers and departmental staff, as well as outside contractors and agencies.
  7. Generates and maintains appropriate safety and environmental issue records related to construction and remodeling projects. Submits documentation to appropriate department staff, contractors and outside agencies.
  8. Performs other related duties as assigned.

Work Environment

Work is performed in both office setting and outside exposure during inspection of construction sites.

Physical Requirements

Some learned physical skill is required to operate a computer and other office equipment. Generally minimal physical exertion is required although there may be extended periods of standing and walking at work sites as well as sitting at a desk.

Minimum Qualifications

High school diploma or equivalent and two years of post-secondary education with major course work in industrial hygiene and/or occupational health, safety and environmental with an emphasis on ergonomics. One year of progressively responsible experience in Life Safety, construction safety, environmental compliance and ergonomics and anthropometrical measurement. Experience performing the duties described above may substitute for the post-secondary education requirement on a year-for-year basis. Must have a valid drivers license to operate a motor vehicle in the state of Oregon and possess an acceptable driving record.

Must have knowledge of federal, state and local laws and codes pertaining to hazardous materials, underground storage tanks, fire protection, environmental/occupational health and safety and ergonomics. Must have proven written and oral communication skills adequate to provide training and communicate with individuals and groups. Must have strong organizational and record keeping skills. Must have the ability to operate a computer, develop and maintain records and databases.
