Nature and Scope of Work

Under the direction of Steps to Success/North management, provides problem solving and installation assistance to all mainframe, personal computer, and network users. Develops customized databases, trains users and provides data management support for mainframe, personal and network computer technologies. Assists in developing, designing, implementing and upgrading on-site networks and other computerized systems as needed to meet the changing needs of the program. Employs excellent communication skills in interacting with others including Steps to Success on-site users, the Steps to Success JAS (a state computer system) Coordinator, Department of Human Resources computer specialists, Adult and Family Services employees, and PCC’s Computer Information Services department. Incumbent is a key contributor with work results impacting the accuracy, reliability and acceptability of further results beyond the immediate work section.

Principal Accountabilities

  1. Assists in the development, design, implementation, maintenance and upgrading of on-site networks supporting MacIntosh and IBM compatible computers, and other computerized systems as needed to meet the changing the needs of the program.
  2. Defines and solves problems with the program’s computers, computer systems and networks.
  3. Develops and maintains databases and spreadsheets in support of program components and individual users; includes customizing and integrating established software programs in MS-DOS and Windows environments using common computer languages.
  4. Provides on-call technical assistance to Steps to Success/North computer users.
  5. Assists in development of procedures for computer system use.
  6. Assists users in selecting and installing hardware and software.
  7. Provides computer hardware and software training to staff to assist them in their use of the computer system.
  8. Works with PCC and Steps to Success Prime Contractor (Mt. Hood Community College) to ensure computer/information systems needs are being met.
  9. Performs other related duties as assigned.

Work Environment

Work is performed indoors in an office environment using personal computers and mainframes. Must stay current with technological changes in the computer-related industry.

Physical Requirements

Learned physical skill required to perform keyboarding functions.

Minimum Qualifications

Associate’s degree or equivalent in a computer related discipline. Experience performing the duties of the job may substitute for the college-level course work on a year-for-year basis.

Two years of experience which demonstrates a good working knowledge of automated systems including personal computers, mainframe and network applications, and system peripherals. Experience utilizing one or more common computer language (e.g., BASIC, Pascal, C programming languages) is required. Knowledge of records management and translating paper data into electronic formats is required.

Must have the ability to:

  • Assist in developing, implementing and maintaining computer networks and other systems as needed.
  • Create and maintain complex databases.
  • Proficiency in Windows and DOS and a variety of software (e.g., WordPerfect, MS Access, Paradox, Quattro Pro, Lotus 1-2-3). Excellent communication skills, strong analytical and problem solving ability is required.
