Nature and Scope of Work

Under the general direction of the Manager of Distance Learning Programs, coordinates programming support and promotion for over 140 classes per term with 8,000+ students per year in telecourses, on-line classes (web and modem) and others as needed. Responsible for the development and accuracy of a complex distance learning quarterly class schedule including technical requirements, class meetings, cable viewing information, tape rental etc. Develops detailed programming schedules for delivery of instructional programs on cable television and video tape. Coordinates and implements promotional plans, marketing budgets and events for distance learning programs. Provides general and technical assistance and problem solving support to faculty and students.

Decisions often require that the incumbent draw from knowledge and past experience in resolving issues not clearly defined in established policies and procedures. Job requires well developed verbal skills to present and exchange technical or complex information to a variety of individuals, and the ability to deal effectively with upset persons. Incumbent has lead responsibility and directs and reviews the work of Classified clerical staff and supervises student workers. Work is performed independently and requires the ability to adapt and respond to a constantly changing environment, new media, policies and process in Distance Learning. The Coordinator is a key contributor who performs a full range of highly complex technical administrative and instructional support duties. They are expected to deal with emergencies in the absence of the Manager.

Principal Accountabilities

  1. Develops, formats and produces Distance Learning content to be included in the college class schedule each term. This task includes initial gathering from campus instructional offices the courses which are offered as Distance Learning classes; working with college wide divisions to ensure accurate banner input for detail codes, session codes, fee amounts and other critical information as situation requires, and exercising lead responsibility with other college wide Classified staff to resolve schedule and banner related problems.
  2. Develops and coordinates marketing and promotional plans for Distance Learning programs for college and public distribution including development of budgets, brochures, flyers, advertisements, training materials, newsletters, and promotional videos.
  3. Develops databases for potential students, current Distance Learning faculty, marketing and course information. Oversees maintenance of ongoing databases.
  4. Maintains accurate records of financial expenditures, and process billing for telecourse and on-line classes. Calculates and processes faculty payments for exceptional pay, stipends, and training. Processes and reconciles licensing payments and special orders related to departmental needs.
  5. Researches and orders new equipment, software and informational materials to be distributed to instructors and students. Keeps accurate inventory of Distance Learning purchased items which may include training packets, software, hardware and video tapes.
  6. Develops detailed weekly telecourse viewing schedules for broadcasting on cable television in the metropolitan area including the development of schedules for the instructional lessons for each course. Coordinates with other out-laying area cable stations course viewing information for closed telecast distribution.
  7. Maintains and reconciles accurate registration report of Distance Learning modem class students.
  8. Oversees inventory tracking, replacement and updating of 200+ tapes for all telecourses and distance learning videos for distribution. Coordinates cataloging tapes for viewing with the college Learning Resource Centers, Columbia County Technology Center and other outreach sites.
  9. Assists in operation of tape rental program. Develops and maintains database as needed. Prepares and proofs detailed content for tape inventory. Works with college graphic department for production of labels.
  10. Prepares and oversees distribution of detailed support materials to faculty and students for Distance Learning programs including telecourses and on-line classes. Works collaboratively with other college departments to enhance and implement new student support services for Distance Learning students and programs.
  11. Provides complex and specialized technical support to students, faculty and staff for Distance learning programs. Requires knowledge of computer hardware, software and use of Internet applications. Performs problem solving and provides informational course guidance related to Distance Learning degrees and transfer programs.
  12. Interacts personally, over the telephone and through computer communication software with the public, enrolled and prospective students for all Distance Learning programs, faculty, staff and other PCC departments college wide, publishers, service providers and representatives from other OCCDEC (Oregon Community Colleges Distance Education Consortium) colleges to support 140+ courses per term.
  13. Oversees and administers Distance Learning student surveys. This task includes collecting and compiling data, and preparing reports to be distributed to campus and division deans and faculty.
  14. Performs other related duties as assigned including tasks pertaining to department mail, filing, Banner schedule and finance reports, personnel forms, telephone support, word processing, spreadsheet and database management, inventory control, faxing, and scanning.

Work Environment

Work is performed in an office environment. Constant updating of technology and heavy work flow and constant interruptions affect this position. Most work situations require immediate attention and problem solving.

Physical Requirements

Learned physical skill required to perform keyboarding. Occasional lifting or carrying of light-weight materials or equipment may be required. Sitting occurs for extended periods of time while working at a computer terminal. Continuous and highly repetitive computer operation for a significant part of the day.

Minimum Qualifications

High school diploma or equivalent supplemented with one year of college level course work emphasizing the area of communication technology, business technology or other job related area. Experience performing the duties of the job for one year may substitute for the college level course work.

Four years of experience working in an administrative support role for an instructional program. Such experience must include the coordination of instructional program activities, the application of a variety of software, performing marketing, and maintaining financial and other records. Must have a good working knowledge of office management procedures.

Must have the ability to learn new software quickly and adapt to new technologies used in Distance Learning programs such as web technologies, scanners and digital cameras. Advanced knowledge of current computer software packages including Windows 95, Microsoft Office, Banner, FileMaker Pro, electronic communication software and world wide web browser. A good working knowledge of desktop publishing software.

Good keyboarding skills required. Strong organization skills are required and must be able to attend to detail. Must have the ability to adapt to change and work in a fast paced environment, work on multiple and complex projects simultaneously, prioritize projects and meet deadlines. Must have the ability to direct the work of students and other support staff. Must have the ability to gather information, develop reports and present projects to program manager. Must have the ability to maintain accurate records, work independently and collaboratively as needed, and to communicate effectively with others.
