Under the general direction of the Workforce and Contracting Equity Manager, the Jobsite Culture Coordinator takes a lead role in supporting the college’s mission of equitable access by expanding utilization of certified small/minority/women/veteran-owned businesses, promoting the recruitment and retention of diverse craftworkers and ensuring respectful worksites that ensure people are physically and psychologically safe.

The Jobsite Culture Coordinator maintains a presence on PCC construction projects and acts as a resource for apprentices, Journeyworkers, subcontractors and stakeholders to ensure worksite culture aligns with agreements established around workforce and contracting access, retention, and success.

The Jobsite Culture Coordinator meets with organized labor and contractors with the goal of increasing worker diversity and promoting labor harmony and compliance with required reporting. This position monitors and enforces project-specific workforce and contracting equity objectives including the assignment of proper job classifications, apprenticeship utilization, the retention of underrepresented workers on the jobsite and the meaningful implementation of approved Respectful Worksite Programming such as Green Dot for the Trades or RISE Up for Equity. The Jobsite Culture Coordinator will assist contractors and PCC Project Managers in their commitment to achieve workforce or contracting equity requirements, identify issues, resolve worker or stakeholder complaints, provide resources that help apprentices succeed and appropriately report related information to the Workforce and Contracting Equity Manager. This position may provide training and facilitate presentations, review workforce data trends, assist with contractual language review, and assist in resolution of barriers to access or success for workers or contractors on the site.

Work is performed independently under specified objectives and applies knowledge in accordance with College and State statutory requirements.

Typical Duties and Responsibilities
  1. Oversee the project’s Respectful Worksite Training Program implementation, including ensuring that all subcontractors, all workers, and all onsite leadership have been onboarded to the program before working onsite and that programs are reinforced daily, weekly, and monthly.
  2. Conduct construction jobsite visits to observe work, build relationships with workers, document issues, and monitor contractor compliance with applicable contract specifications, community workforce agreement requirements and project-specific workforce and contracting equity objectives.
  3. Establish and maintain working relationships with PCC, organized labor, contractors, community-based organizations, and other public agencies to provide information about PCC’s equity commitments and regional collaborations
  4. Work with PCC’s Vendor Diversity Coordinator to provide wrap-around technical assistance to subcontractors to support their awareness of and compliance with applicable contract specifications, workforce agreements, PCC equity objectives. Technical assistance will include job site visits and desk-side support to both prospective and awarded contractors.
  5. Attend meetings and events and present information about requirements and expectations at pre-bid, pre-construction meetings, weekly project meetings and regional workforce and contracting equity initiatives/spaces
  6. Review contractor and subcontractor payroll reports and cross reference against on-site visit data. Record and verify entries in the web-based labor compliance software for monitoring as required
  7. Review various reports to track project compliance with workforce and contracting equity goals and reporting requirements; track the implementation of Respectful Worksite Programming across multiple projects. Communicate effectively and frequently with PCC equity compliance team to ensure a coordinated effort to impact equity processes and outcomes including proactively referring to subcontractor’s workforce plans to ensure workforce diversity compliance well before they are onsite
  8. Attend and support jobsite meetings; facilitate and monitor contractor compliance. Attend contractor safety trainings and safety meetings as necessary.
  9. Communicate workforce and contracting equity requirements to Contractors, support compliance and take necessary enforcement measures if expectations are not met.
  10. Become proficient in electronic tools, databases and office equipment used for contract compliance and provide support to prime contractors on use (such as web-based labor compliance software).
  11. Perform a commercially useful function (CUF review) to verify that the execution of subcontracted work is actually performed, managed, and supervised by the contract-holder. A subcontractor does not perform a CUF if its role is limited to that of an extra participant in a transaction, contract, or project through which funds are passed in order to obtain the appearance of certified minority contractor participation.
  12. Audit contractors and subcontractors on site equipment for compliance with Clean Air Construction requirements.
  13. Performs other related duties as assigned.
Work Environment

Work is performed primarily on construction sites. Some work is performed in a standard office environment with standard office equipment. Exposure to computers occurs daily. Ability to attend in-person meetings; and work in active construction sites is required.

Minimum Qualifications

High school diploma or equivalent and two (2) years of onsite experience with the functioning of commercial construction sites including safety protocols, the interrelatedness of the construction trades, the hierarchy of onsite leadership, interpreting construction schedules and documents, communication expectations, and PPE mandates. Two (2) years of experience addressing the systematic disenfranchisement of women and people of color in the construction industry.  Knowledge of and experience in supporting discrimination and harassment free interactions with the public and employees.

Physical Requirements

Learned physical skill is required to perform keyboarding and 10 key functions. Ability to attend in-person meetings; walk construction projects
