PCC Board of Directors Swears in New Chair, Vice-Chair

The Portland Community College Board of Directors on July 16 handed the gavel to long-time board member and former vice-chair Norma Jean Germond of Lake Oswego. Also sworn in at the meeting was Zone 2 representative Harold Williams, who will fill Germond’s vice-chair position.

Germond was first elected to represent Zone 1, which includes Lake Oswego, Tualatin, Tigard and Sherwood, in 1985. She takes over for former Board Chair Michael Hereford, who recently completed his one-year term as board chair. Hereford will remain a member of the board in Zone 6, which includes Aloha and parts of Beaverton.

Germond has served two terms on the national board of directors of the Association of Community College Trustees, and is active in state and national educational issues. She is also a member of the Hanford Waste Board of Oregon and the federal site specific Hanford Advisory Board. She recently completed a six-year term as the public representative on the Hanford Environmental Dose Reconstruction Project.

Additionally, Germond served as president of the League of Women Voters of Oregon from 1979 to 1983, and has worked on several political campaigns. Norma Jean and her husband, Henry, live in Lake Oswego and have three grown children.

Harold Williams was elected to the board in Zone 2 , which includes North Portland and Columbia County, including St. Helens and Scappoose, in 1991 and again in 1995. He is currently the president of CH2A Associates, a consulting firm.

Williams has been a labor relations manager and equal employment opportunity coordinator for the State of Oregon. He also served as affirmative action director for former Oregon Gov. Bob Straub.

Williams is a member of the Black Leadership Conference, the Urban League, is past chair of the Coalition of Black Men, and has served on the board of the Oregon Community College Association. He has bachelor’s and master’s degrees from Portland State University. Williams lives in Northeast Portland.

The PCC board is made up of seven members who collectively govern the college’s 1,500-square-mile district, which includes all or parts of Multnomah, Washington, Clackamas, Yamhill and Columbia counties. The board of directors sets policy and approves the budget for the college’s multi-campus system.

Portland Community College is the largest post-secondary institution of higher learning in the state, where more than 82,000 students attend annually, approximately 35,000 per term. PCC operates three comprehensive campuses Sylvania Campus in Southwest Portland, Rock Creek Campus, located between Beaverton and Hillsboro, and Cascade Campus in urban North Portland.

The college also operates three training centers in central Portland, in Aloha, and on S.E. 82nd Ave. In addition, PCC offers life-long learning and customized career training in more than 200 metro-area locations.
